Mandatory online courses — Bullying, Bystander, Unconscious Bias
Every Section 481 — the Irish scripted tax credit and Section 487A — the Irish unscripted tax credit production must evidence that crew have completed three online self-led courses in advance of or during production:
- Bullying & Harassment
- Bystander Intervention
- Unconscious Bias
Free to access via the Screen Ireland website (Category A self-led courses).
Compliance thresholds
| Population | Threshold |
|---|---|
| Senior management (producers, HoDs, executives) | At least 2 of the 3 courses completed |
| All crew | 80% of all persons working on the production complete all 3 courses |
These two thresholds are independent — both must be met.
Certificate validity
Course certificates are valid for 3 years from completion date. Pre-existing certificates can be logged retrospectively if completed within the last 3 years. Expired certificates fail the threshold check until refreshed.
Equivalents
Exceptions for equivalent training may be agreed on a case-by-case basis with Screen Ireland. Most producers find it simpler to have the crew complete the free Category A courses than negotiate equivalents.
Producer's evidence
The Skills Development Plan (Tab F) compliance report must include a list of crew that completed each course, with completion dates. This is the most common point of failure on S481 / S487A compliance — producers leave the tracking to end-of-shoot and find they're below 80%. Track from prep onwards.
In Togra
/skills-courses.php per project keeps a per-person × per-course matrix with completion dates + expiry. Two compliance pills surface on each project card on the SDO hub: senior-mgmt % and all-crew %.
